Reiteration of Previous Directive Not to Entertain Persons Who Claim Closeness to the President

1.   For the information of all concerned, inclosed are certified copies of the Memoranda of His Excellency President Joseph Ejercito Estrada, dated 27 August 1999, and Acting Executive Secretary Ramon Cardenas, dated 2 September 1999, on the subject, “Reiteration of Previous Directive NOT to Entertain Persons Who Claim Closeness to the President,” which is self-explanatory.
2.   In this regard, government officials are warned not to base their decisions and actions on the alleged influence of those claiming closeness to the President. Likewise, influence peddling, name-dropping intimidation, coercion and the like are strictly prohibited.
3.   Immediate dissemination of and compliance with this Memorandum is desired.
