Republic Act No. (RA) 11394, titled “AN ACT MANDATING PUBLIC AND PRIVATE EDUCATIONAL INSTITUTIONS TO PROVIDE NEUTRAL DESKS TO STUDENTS” was signed into law by Former President Rodrigo Roa Duterte on August 22, 2019. The law aims to provide appropriate armchairs to address the needs of all students, including the left-handed student population.

Pursuant to Section 4 of said law, the Secretary of Education, in consultation with the Commission on Higher Education and the Technical Education and Skills Development Authority, is mandated to promulgate the Implementing Rules and Regulations (IRR).

In view of the foregoing, to foster a holistic approach to policy development, the Office of the Undersecretary for Legal and Legislative Affairs-Legislative Liaison Office of DepEd is currently soliciting insights, feedback, and/or recommendations on the proposed Implementing Rules and Regulations of said law. Stakeholders from both the public and private sectors are encouraged to contribute by submitting their inputs and comments via email to legis@deped.gov.ph.
